Adem\u00e1s, fomenta la reconstrucci\u00f3n integral de infraestructuras p\u00fablicas cruciales, como consultorios y centros comunitarios.<\/p>\n<p>El programa tambi\u00e9n brinda una asesor\u00eda t\u00e9cnica permanente durante todas las etapas del proceso, desde la formulaci\u00f3n hasta el cierre de cada proyecto. Esa gu\u00eda facilita el cumplimiento de normativas y eleva las probabilidades de \u00e9xito en la ejecuci\u00f3n.<\/p>\n<h2>Desventajas del FRC<\/h2>\n<p>Por otro lado, uno de los puntos en contra es que los fondos est\u00e1n sujetos a la evaluaci\u00f3n t\u00e9cnica, pudiendo quitarse financiamiento si no se cumplen los requisitos. El proceso puede ser burocr\u00e1tico en su inicio por la necesidad de gesti\u00f3n interinstitucional.<\/p>\n<p>Asimismo, los municipios deben dedicar equipos t\u00e9cnicos propios para la formulaci\u00f3n de proyectos, lo que puede limitar la postulaci\u00f3n de comunas con menos recursos humanos o experiencia administrativa.<\/p>\n<h2>Veredicto final<\/h2>\n<p>El Fondo de Recuperaci\u00f3n de Ciudades es una alternativa s\u00f3lida y probada para municipios que deben actuar r\u00e1pido tras una emergencia.
